SUBJECT: Proposed Flying Harness – Mr Phileas Moss Esq.
Assessing Officer: Anita Butler, Ant No. 14,351
Following consultation with Mr Moss and an inspection of the preliminary designs for his proposed flying harness, I have concluded that the project may proceed to the engineering stage, subject to the following safety requirements:
1. The harness must provide secure full-body and shell support to Mr Moss Esq. at all times, regardless of whether Mr Moss is fully inside, partially or fully extended from his shell.
2. Appropriate head and antenna protection must be worn whenever Mr Moss’s head is extended beyond the protection of his shell.
3. A secondary safety attachment must be fitted for deployment in the event of failure of the primary harness. A parachute-type device is recommended.
4. The harness must incorporate a separate, suitable compartment for Mr Moss’s Travelling Tote. The Tote will be subject to strict weight limits and may not be slung across Mr Moss’s shell.
5. Each member of the Avian Flight Team must hold a full Passenger Transport Licence and have a minimum Level 2 National Avian Qualification (NAQ) in Airborne Mollusc Handling.
6. A maximum initial operating altitude of twenty Tiggys is recommended until satisfactory flight stability has been demonstrated.
7. An emergency landing procedure must be developed before the first test flight. Mr Moss’s “We shall take things as they come, just as I did when I was travelling across the Pyrenees” does not constitute an emergency landing procedure.
8. A decision regarding Mr Moss’s proposed ‘Inflight Pint Plinth’ will be deferred until completion of initial flight testing. Mr Moss is advised that this should not be interpreted as approval.
Once the harness is constructed, a comprehensive series of test flights must be undertaken before the flight to Upton. Test flights will take place in The Carriage Shed under my supervision.
